CRISIS AT GENEVA.

WITHDRAWAL OF THE GERMANS

(United Press Association—Copyright). (Received This Day. 1.30 p.m.) GENEVA, June 19. A crisis has arisen at the International Labour Conference. The Germans have withdrawn in default of an explanation of the attitude of the Conference. ' Herr Ley also protested at the faili ure of the chairman to protect' Germany from insults at the session of the workers group. - It is officially stated that the Germans have not complained to the President regarding alleged offensive remarks. No affront was offered to Germany at any meeting of the Conference or of the Committees. The unofficial meetings from which the Germans complained they were excluded were private.

A cablegram dated June 10 stated: — The International Labour Conference, by nine votes to six, including those of the Italians, Germans, and Japanese, decided to admit the German representative, Herr Ley, as workers' representative. Nine Governmental delegations, including the British, French, and Spanish, abstained from voting.
