President Roosevelt is preparing a statement on his policies regarding .reciprocity to clarify the situation resulting from his decision not to send the tariff resolution to Congress. His present intention is to pursue a normal course of negotiations and to submit treaties later for approval by Congress. The statement is expected to set forth hopes to enter into reciprocal agreements with Canada and other nations for a general lowering of tariff walls,
