RE-ORGANISATION PROPOSAL FRENCH MINISTER'S SCHEME. 'United Press Association —Copyright). PARIS, April 3. France, instead of replying to the proposals made by Britain through the British Ambassador, Lord Tyrrel, and by Italy, through the French Ambassador in Rome, M. Henry de Jouxenal, intends to present a new .scheme for the re-organisation of Europe. The French scheme provides for the safeguarding of non-members of the socalled European Directorate (Britain, France, Italy and Germany) and the maintenance by France of her support of the Little Entente and Poland in their opposition to revision of the Treaty of Versailles. The French Foreign Minister (M. jPatil Boncour) hopes to have his peace pact plan ready for submission to Cabinet on Wednesday, after which it will bo communicated to the Governments of the Powers. Fiance has no desire to reject the Britain and Italian plans, but disapproves of the present draft. The new scheme is to be based on both the Italian and British proposals, but is seems probable that it is inspired chiefly by the British plan, which it is believed, provides for Poland and the Little Entente being drawn into con- i sulfation when questions concerning them arise. The scheme is also likely to modify the proposals for German equality and treaty revision.
