REJECTED BY IRISH SENATE. DESIRE FOR NEGOTIATIONS MEASURE WILL BECOME LAW. (United Press Association—Copyright). (Received This Day, 12.35 p.m.) (DUBLIN, Alarch 15. By 24 votes to 16 the Senate declined to pass the second reading of the Oath Bill, which it refused to consider pending negotiations between the executive and the British Government with a view to an - amicable settlement. Air de Valera opposed the AngloIrish negotiations. ' The constitution provides for the legislation of the Bill early in April, despite the opposition of the Senate.
