PENDING INDIAN CONSTITUTION

The “Observer,” in an. editorial headed “Labour’s Coming Collapse, expresses doubts if, when the moment comes, Mr J. Ramsay MacDonald will ask for a dissolution. It expresses the opinion that Ministers will resign and cross the floor. Then Mr Baldwin, ir he takes office, must ask for a dissolution If he makes his Cabinet anything like the last it would be damaged before the General Election. “We remain, of the opinion, ' says 4Hhe “Observer,”’ “that the greatest public need is a national Government including, if possible. Labour as wel as Liberal leaders, to hold office .at least until the new Indian Constitution is passed by both Houses, which can not be for 12 months.
