Communists tried to obstruct the Bill, but it was read a second time by 251 votes to 17L It is rumoured that the President (Marshall Yon Hindenburg) brought pressure to bear on the Catholics, because lie felt that he could not sign the Young Plan and Hague agreements if they were passed by a bare majority onlv. The Reichstag also passed the Australian and New Zealand war-time property agreements concluded at The Hague.
