RETURN TO OLD CONSTITUTION.

Damaso Berenguer (the newly appointed Prime Minister) setting out his programme pays a tribute to General Primo.de Rivera and adds: “A Directorship indefinitely prolonged would he useless. It is impossible to return to and fundamentally necessary to re-establish liberty and hold elections, the date of which cannot at present be indicated, I am a Constitutionalist and intend to return to the constitution of 1876. _ We will re-establish the Foreign Ministry suppressed by Primo de Rivera and extend its importance. We shall scrupulously respect all international agreements.
