JAPAN ATTACKED.
PACIFIC CONGRESS SENSATION. CHINESE DOCUMENT CIRCULATED (United Prest Association—Copyright.) TOKIO, October 28. At the opening of the Congress of the Institute of Pacific Relations, a sensation was caused by the Chinese delegates circulating a document violently attacking Japan in connection with recent events, including the assassination of Chang Tso Lin and the Shantung and Tsinan incidents. The vernacular papers at Tokio are indignant.
