ALLEGED ATROCITIES.
SOVIET TROOPS IN MANCHURIA. RAIDERS WRECK POWER WORKS (United Press Association— Copyright.) (Received This Day, 9.45 a.m.) SHANGHAI, October 29. Raiders who broke into the power •works at Tsitsihar completely; wrecked machinery and set fire to the buildings. Two Chinese soldiers were killed. The raiders escaned unharmed. Soviet troops are accused of atrocities at Lakasusu. It is alleged that tbev captured nine slightly wounded soldiers and slaughtered them before the body of a Soviet naval officer who was killed in an engagement, and hi'ng their heads on lamp-posts throughout the city. It is also alleged that a number, of nnwounded Chinese weie similarly killed.
