DISPUTE ABOUT FISHERIES. OPERATIONS OF A SPECULATOR. KOBE, May 28. The vexations of the fisheries dispute are nearly ended. In accordance with the new Fisheries Treaty, Japanese tenders were invited for the Kamchatka fisheries. A RussoJapanese fishing company was almost a monopolist, but a surprise was created when a man named Uda, making the highest tender, secured the contract. It has transpired that Uda is the tool of Shima, a notorious speculator of Osaka.
The Japanese authorities asked the Russian Government to cancel Uda’s lease, but Russia replied that the lease was quite regular, and the money had been paid; therefore, there was no justification for such a step. The Russo-Japanese company has threatened to dispatch fishers, nevertheless, and the announcement that the Japanese Government is sending extra destroyers to protect the fishing fleet suggested strained relations. The Soviet Ambassador protested against this “free fishing” threat, whereupon _ the authorities warned the fishers against carrying out their plan. It is reported that Uda agreed to a compromise for withdrawal, but the price is not reported. The authorities are now negotiating with the Soviet for a transfer of the lease.
