UNDERGROUND ROADS.
PARIS TRAFFIC PROBLEM. PROPOSAL FOR SOLUTION. LONDON. July 22. Paris is likely to be the first city in the world to solve the traffic problem by the construction of underground highways. The Paris correspondent of the "Daily Mail" says the City Council has decided to open a competition for the best architectural scheme of underground roadways reserved exclusively for motor traffic and foot passengers. The roadways will bo flanked by special tunnels, containing moving belts, which will bo used to transfer goods from one part of the city to another, thus avoiding the need of heavy, cumbersome service vehicles, which are chiefly responsible for the present traffic blocks.
