UNITED STATES' TERMS. NO RENEWED NEGOTIATIONS. (Per Press Association—CoT>7Heht.) (Received This Day, 10.45 a.m.) WASHINGTON, March 28. The Senate Foreign Relations Committee decided to take no action for the time being on the resolution by Mr Gillett, directing the State Department to re-open negotiations to secure ratification of the American terms for adherence to the World Court. Mr W. E. Borah announced after am executive session that the Committee had unanimously agreed that the President could not alter Article V. of the American terms, and that the Senate would not modify it.

Article V. provides that the Court shall render no advisory opinions in which the United States; has, or claims to have, an interest, unless the United States consents.
