A WANING FORCE.

MONARCHISM IN GERMANY. I WILHELM'S BIRTHDAY. (Press Associati on—Copyright.) BERLIN, January 28. Even less attention than ever was paid to the ex-Kaiser's birthday yesterday. Only the most outspoken Monarchist papers alluded to the event. The "Deutsche Tageszeitung" paid a *tribute to "Our righteous and human aspirations/' while the "Deutsche Zeitung" reasserted its faith that Wilhelm would return to the Fatherland, but nowhere was a single word written or spoken suggesting a wish to see him once more seated on the throne. The ex-Crown Princess, her sons, and Prince Eitel Fredrich and Prince Oscar attended a service at Potsdam, the preacher at which, by his selection at & text, certainly echoed the sentiments ■of Doorn. He chose the passage from Micah, "O my people, what have I done unto thee? and wnerein have I wearied thee? Testify against me." A meeting was held in the evening in ironical honour of Mr Parker Gilbert (Agent-General for Reparations), described as "the real Emperor of Germany, who rules with a top hat and scissors l for coupons, whereas the exKaiser ruled with a crown and sceptre." The meeting was organised under the auspices of a. group of. Fascists, and was broken up after tumultuous scenes, in which several persons were seriously injured. The police arrested fifteen Fascists, two of whose victims were sent to hospital.
