SECURITY PACT.
LEAGUE COMMITTEE'S TASK. ATTITUDE OF GERMANY. (Per Press Association— Copyright.) BERLIN, January 27. The Government has sent a memorandum to the Security Committee of the League of Nations, now meeting: in Prague "declaring that the committee s work should not he theoretical but practical, because a system built up on theories only might dangerously complicate security in certain cases. The abolition of war was only possible it a means were found to inaugurate amicable negotiations regarding all matters of conflict which have hitherto caused wars. , , The Hague Court, the memorandum points out, at present settles jundicial conflicts, but the problem of the settlecent of political disputes has not yet been solved. , The memorandum suggests that a close examination of Article 11 or the Covenant might ensure the proposals bein" 1 supplemented by special voluntary obligations, but all such agreements would be strengthened by general disarmament. Obviously the League was unable to compel its members to conclude mutual agreements, and the creation of allied groups withm the League might easily cause a breach within the League, hindering joint action in the event of a crisis. II military sanctions were made the basis of the Security Committee's negotiations, it would be building a house root nrst.
