The Pan-American Conference upheld the principle that oppressed people have the right to revolt against their •Government. The Cuban and Argentinian delegations, apparently with the tacit approval of the United States delegation, .-. succeeded in negotiating a proposal, by i. the Mexican delegate that a thesis as v principle of international law be adopt- ' ed, namely, when revolutionists seize a port of" an established Government the latter should appeal to all nations to boycott the port seized.
