Wilbur) emphatically® denied . the charges that the naval programme was designed to compete with Britain. The chairman of the House of Representatives Naval Affairs Committee (Mr Butler) requested Mr Wilbur to return and tell just what a first-class Mr Butler, having criticised the Navy as too large, was shocked by Mr \\ übur’s statement that it was not a firstclass navy. Mr Wilbur stated: “We will allocate the expense of the programme at £33,(500,000 a year, and must build / l new ships in order to bring the Navy to the necessary strength.”
