Lord Sydenham, in a letter to “The Times” says: “The huge naval programme submitted to the United States Congress must be viewed as a psychological portent and must react upon the attitude and policy of all nations. Our own course is clear. We must continue to build onlv to meet Imperial needs. Another conference would necessarily be superfluous.
