DISARMAMENT.
VISCOUNT CECIL’S OPTIMISM. (Press Association-—Copyright.) GENEVA, April 26. Although ill-liealth prevented Viscount Cecil from! attending the Disarmament Conference to-day, lie told newspaper men that the Preparatory Committee had established a broad outline c-f the scheme, but the completion of the figures regarding armaments would be a difficult* task. The application of what was called arithmetically “the greatest common measure” had adjusted many differences. If this spirit were still maintained, the differences still existing would yield to treatment. The conclusion of the week’s strenuous work was that disarmament was a, perfectly practical policy. The issue now rests m the hands of the general public.
