Jttr P. W. Cowan (chief of the narmc branch of the Canadian Departlent of HealtK) said the investigators ained the confidence of the ring, reresenting themselves as United States uyers. The drugs apparently entered le Dominion by the Atlantic seaboard, im-runners playing a considerable art. A central plant is believed to rist, but has not yet been recovered. The recent seizures at Chicago, Debit and Winsor (Ontaria) all emanted from Montreal, which Mr Cowan lid had been the base of half the trade ir the Continent for many years. I
