The Washington correspondent of the New York “Times” learns that the United States madei diplomatic overtures last summer to Britain for another Intel-national Conference on the Limitation of Armaments, but these failed, owing to the latter’s contention | that the cruisers and auxiliary ships should be left as they were. It is understood that the United States wished that the 5-5-3 ratio should be applied to these vessels, and intimated that the United |Bta:tes thereafter would also begin informal conversations with, the other Powers who signed the WashingI ton Treaty, but these have _ not yet I reached a point where there is a reasonable prospect of success. There is a feeling in certain Senatorial circles that the negotiations will not meet with success, but rather result in sterner competition among the United States and other Powers in cruiser construction.
