"Commercial probity has decayed < owino--to the opportunities for getting rich quickly afforded m-certain quarters by the Great War," says the Home Office's review of crime for 1924, showing that frauds totalled 10,247, compared with an .average of 7453 for the live years ■< ended-December 31> 1923. .The report continues: "The increase in shop-breaking, larceny, and fraud ,was largely due to reckless attempts .to live more or less luxuriantly witk--out rendering service, which is also .traceable.to war-time experiences. The "Morning Post" says.tbat it the Home Office's suggestion refers to ,the Ministry of Munitions and tlie .Coalition Governments generally r it. is .another facet of the many-sided question of-State, socialism, and adds: Ine .increases prove that .lighter .sentences on criminals constitute a real .social danger." •
