Thomas,, who was.Labour Secretary for the Colonies proposing the toast ofi the 'Press, said the Empire was passing.through transition stages. God knows what the future will be. Those who, like, himself, were in .closest contact with, the problems and difficulties %ere more apprehensive than anyone else.
