Despite opposition by agriculturists; the House of Commons read the second time, by 288 votes to 63, Mr Lumber Ward's Bill fixing summer-time permanently, instead of by periodical enactment. Sir William Joynson-Hicks;, Secretary for Home Affairs, declared that if on a free vote) the House carried the second reading, the Government would take over the Bill and afford facilities for its early passage.
