Under agreement with the British Embassy, the State Department has made public correspondence between Mr C. E. Hughes, Secretary of State, and Sir Esme Howard, British Ambassador, in June, providing for the appointment at Washington of a Mmister "to represent the Irish Free State. In a communication of June 24 requesting such representation, since his Majesty’s Government has concluded ' it desirable, Sir Esme Howard said such Ambassador would be accredited by the King to the President and be furnished with credentials enabling all affairs relating to the Free State exclusively. The arrangements proposed by his * Majesty denote no departure the principle of the diplomatic unity of the Empire. The Irish Minister will ’at all times be in touch with his Majesty’s Ambassador in order to settle b yconsultation whether a matter comes "within the category of those to be handled bv the Irish Minister. In matters falling in his sphere, the Irish Minister will not be subjected to the control of his Majesty’s Ambassador nor would the latter be respon- ' sible for the Irish Minister’s action.
