IN A CHAOTIC STATE.
NO MONEY TO PAY SALARIES. PUBLIC SERVANTS THREATEN STRIKE. (Received Nov. 4, 12.30 p.m.) NEW YORK, Nov. 3. The "Chicago ' News" Pekin correspondent states that Allied warships m Chinese waters formed & joint squadron to protect foreign shipping being fired on by guerilla armies besieging Pekin. The Government declares that China's position is the worst m history. She is financially hopeless. Judges, police, teachers, and officials threaten to strike, not having beea paid for months. Mutiny m the army and, the navy also is feared. Thirty thousand soldiers surrounded Pekin, and threaten violence unless they are paid. Ten thousand more are marching from Jehol for the same purpose, i Robbery and brigandage is rampant m ! nearly every province. No real j Government has existed m iPekin for ! months, and the officials are unable to exert any authority m the provinces outside the capital.
