PACIFIC FORTIFICATIONS.
THE DISARMAMENT QUESTION.
(Per Press Association, Copyright.) (Received November 4, 9.40 a.m.) TOKIO, November 2. The newspaper "Asabi Shimby" publishes what are regarded as official views concerning Pacific fortifications, stating that Hawaii should be included with Guam and the Philippines m the disarmament plans. The paper Bays that Pearl Harbour advances the American fleet 2000 miles towards Japan, forming a substantial menace which Japan must meet when considering a minimum of self-defence. It is reasonable therefore that the Japanese delegates should insist on disarmament of all Pacific Islands, including Hawaii. The paper concludes: "Should America go a step further and present a candid attitude, generously agreeing to abandon* the plan of . further strengthening- of Hawaii, the negotiations for naval limitation will be sure to mature without great difficulty, but insistence on the Hawaiian plans may precipitate a controversy menacing the smooth progress of the Conference."
