DEBTS TO ALLIES.
BRITISH GOVERNMENT'S REPLY
LONDON, November 2. Replying to the Russian Note, Lord Curzon says the British Government feels that, m making the announcement that it is ready to recognise the prewar debts of the Czarist Government, the Soviet Government is set upon the only path which will secure for it economic co-qperation 'with Other nations, but the Note contains passages which axe not clear.' The Soviet proposition confines recognition to one class of debts. The British Government wishes to know whether the loans of the Czarist Government since 1914, municipal and railway loans and claims for foreigners' property which was confiscated by the Soviet Government, will also be included. Lord Curzon invites the Soviet to define its attitude m regard to all classes of claims. _ [A previous message said:— The Russian Government has renewed its offer to recognise the State loan obligations of the Czarist Gonvernment prior to 1914, provided that the Powers conclude a definite peace treaty arid recognise the Soviet, which proposes to call an immediate conference to fijecuss all questions connected with a settlement.] .
