President Harding transmitted to Congress a letter from the Secretary of the Treasury saying that it was impossible for "many countries to pay interest on their dehts to America just now. Insistence on payment might be disastrous to those countries, and he asked for authority to determine the form of terms for a settlement of rates of interest, maturity dates and the right to extend the term of payment. Senator Mellor, summarised the foreign dehtß growing out of the war at 10,140,000,000 dollars, whereof 9,500,---000,000 dollars was advanced to foreign Governments as follows :■ — Britain, 4.000,000,000; France, 3,000,000,000; Italy, 1,600,000,000; Belgium, 347,---1000,000 dollars.
