Senator Johnston attacked the Shide-hara-Morris agreement, which he said meant that the United States and Japan agreed to repeal the Californian law, and prohibit the passage of similar laws contemplated m many Western States, and the. administration of the new "Gentleman's Agreement," which could be just as loosely administered as the old "gentleman's agreement." Mr Colby, Secretary for State, answering* Mr Johnston's attacks, declared that the latter had arrived at an erroneous assumption concerning the trend and purport of the Shide-hara-Morris conversations and at all events nothing could be done without the Senate's consent.
