MR JOSEPHUS DANIEL'S VIEWS

Daniels, Secretary of the Navy, in his statement, does not favour an agreement between Great Bri-. tain, Japan, and the United States for limiting naval armaments. Coincident with the publication, of Mr Daniels's shipbuilding recommendations, reports are current that prominent Republicans will urge Mr Harding to reach an agreement with Great Britain and Japan to suspend naval building for five years. , (Received December 15, 10.30 a°m.) WASHINGTON, December 14. Mr Daniels, testifying beiore tho Senate Naval Affairs Committee, declared that tor the United States to agree with two or three* othei nations to cease naval construction would be a blunder worse than crime. .He is strongly recommending the prompt completion oi his naval programme. Mr Daniels said tnat Mr Harding shared similar views, adding: "I am a pacifist and make these recommendations regretfully, but until a world agreement on ■ disarmament comes and has been operated long enough to assure its establishment, we must continue building. Senator 'Borah has introduced a resolution in the Senate requesting 'Mr Wilson to enter into : agreements with Britain and Japan /to reduce naval armaments. , ( , (Reuter.)
