AMERICA AND POLAND.

WASHINGTON, August 9. A declaration in regard to the American policy respecting *Russia and Poland is expected shortly. It is understood that President Wilson will declare that the Bolsheviks will not be recognised in any eirctim stances. The American Government seeks the reestablishment of a united Russia, and is anxious to impress Russian people with, the friendliness of the United States. The British trade agreement with Esthonia will not be recognised, as the TJnised States Government opposes the dividing of Russia into separate frontiers.
