U.S.A. TRADE COMMISSION.

WASHINGTON, April 28. The "United States' Chamber of Commerce has ..appointed a commission to proceed to Europe to investigate the resumption of trade between the United States and Soviet Russia.
A massacre of Japanese at Nikolaessk, in Eastern Siberia, has been reported to the State Department. A hundred civilians are reported to have been wiped out. '
