GOVERNMENT'S WAR CONTRACTS
BASIS OF PAYMENT,
(Received April 24, 11 a.m.) London, April 23,, The Government introduced an Indemnity Bill restricting legal proceedings on account of the Government s acts under the war proclamations, etc. It is estimated that if the Government is compelled to pay the artificial market price for goods and services during the war period, instead of on the basis of cost plus a reasonable profit, on which the payment was made as a rule the additional cost will amount to about 700,000,0000 sterling. The Government has already settled shipping claims based on the Blue Book rates, amounting to £331,000,000. A number of actions have been instituted contesting the legality of the Blue Book rates. If the claims are upheld, the Government will be liable for an extra three hundred to, four hundred millions. The present Bill aims at establishing the validity of ,the Blue Book rates ana 1 similar payments for munition contracts, requisitioned buildings, etc. : The Bill extends over the. whole Empire except the self-gov-erning Dominions, which pass their own measures.
