THE SHANTUNG QUESTION.

PEKIN, February 7. The Couucillor to the Chinese Foreign Office, who has just returned from Paris, has pointed out that Japan's proposal to open negotiations for .the return of Shantung embarrasses Chmaj since a refusal on her part will endanger the good relations existing between China and Japan, and cause an indefinite postponement of the restoration of the province,. while acceptance will caused disturbances within China, because virtually every section of the population will object to the negotiations. The Councillor says he is not m favour of the submission of the matter to the League of Nations, because the status of the League is still indefinite. He says no reply will be made until thedifferent Chinese provinces can be consulted on the question. -
