UNFULFILLED ENGAGEMENTS
REPRISALS SUGGESTED.

PARIS, February 6
In the Chamber debate on the foreign policy, M. Millerand said Cabinet would follow the Clemenceau Cabinet's policy. As Germany had not taken steps to deliver the stipulated quantity of coal, measures provided for in the Peace Treaty would be adopted to collect this debt. M. Millerand significantly referred to the clause relating to extended military occupation where German engagements had not been fulfilled. Ho stated it was the intention to notify Germany .that in view of the flagrant noii-fuliihnent of one of the most important obligations in reference to war criminals, the Allies had a right to apply economic financial, reprisals where obligations had been wilfully disregarded, and also the right to resort to military coercion: M. Millerand emphasised the intention of exacting everything Germany owes under the Treaty. He stated that the Charge d'Affaires in Berlin had notified that the Foreign Minister had expressed regret at yon Lersner's action, which v/a:» purely personal. Disciplinary measures would be taken against him. A motion of confidence in the Government was adopted by 513 votes to 68.
