GERMANS IN LITHUANIA.
PARIS, August 29
There, are 37.000 German troops in Western Lithua'nias. Together with 3000 Russians they completely control the railways. They openly refer to an approaching Russo-German-Japanese understanding, and claim they are Kol•chakists. All wear German uniforms with Russian emblems. They are established in well-organised headquarters at Shauli, where they have 180 aeroplanes and a hundred motor-cars. The troops are billeted throughout the district, terrorising the population, stealing horses, requisitioning food and money, and constantly destroying property"! It is believed locally that the Germans are keeping up communication with the Bolsheviki at Dvinsk by means of aeroplanes, but the Germans boast that they are preparing for an offensive against Petrograd.
