Valentine, -Forstner and Wcrnher for sinking hospital ships; •v-on Menteufel for burning liouvain; Major yon Bulow for tho destruction of Aorschot aud shooting 100 civilians; four commandants of : prisoners' camps, nvcluding Rudigar of Ruhleben; and General Liman yon Sanders for massacres of Armenians and Syrians.
