SCHEER'S PROPOSED RAID.
LONDON,, July 4> Admiral Scheer, German Commander at Jutland, proposed a great descent upon the English. Coast, which is stated to have been just stopped by the armistice. The proposed raid was widely known before hand to British officials and m other quarters.
