BRITAIN'S POLICY.

CROWN PRINCE BLAMED

LONDON, Dec. 11

Mi" Lloyd George -at Bristol said that conscription was introduced in Britain to moot an emergency. When the need passed, tho Act would lapse. There wan no intention to renew it. The Peace Conference would be urged to ' abolish the Continental conscript armies in order to prevent the horrors of war and secure permanent peace ut any price. A conference perpetuating European conscription' .woukl be a farce and a sham. The tJritish Navy was a defensive and not ail. offensive weapon, therefore; they would not give it up. (Cheers.). T.ho 'Premier reiterated that as far as Gerraany's .capacity; admitted she ;roust pay the cost of the v/ar . c-o the last penny. The Allies' war bill was £24,000,000,000. It was uieoneeiv-

able that the losers who were in- the. 'srong should pay less than the winusrs, who were in the right. The Premier here pointed out- that owing fco Britain's.naval expenditure and to the way Britain paid and treated her Koldiers her war bills wen; immensely heavier than Germany's,, and Britain's IGuropeau Allies were unanimous that, ohe ex-Ka.iser and his accomplices must be held responsible for the war

eirinios. J-Ie hoped that 'President -Wilson had decided similarly. Information in the possession of the Gov-

ernment showed .that the ex-Crown Prince was probably the prime instigator of the war. Mr Lloyd George deprecated Germany paying an indemnity by dumping sweated goods. He was against keeping for a. long time a largo standing army of occu-

£>;itiou in Germany, which would be bad business • industrially. German aliens would not remain long in Tiritain. They were going to be fired and then there would be no more eomlag in. (Loud cheers;)
