MAJM POWER BILL. 'LONDON, April 6. The Man-Power Bill is even wider in scope than was generally- supposed. It is understood that it fixes the new agei limit at 60:. It .scraps the tribunal system except for the postponement of the dato of .calling to tlio colours, and withdraws the exemptions of men in higher medical categories, and extends, the .Service Acts to the clergy fur noncombatant work. It clears out eligibles from all luxury trades, and provides new tests for,-medical grading. Tfic Bill enables the authorities to scud youths abroad before they reach If) years for service behind the lines. 'It does not contemplate industrial conscription. The- greatest surprise in the measure consists in the laying down of the principle -that Irishmen are liable, for service. The Bill probably asks Parliament for much wider power than it is immediately intended to enforce /
