INDEPENDENCE MANIFESTO.
CAPETOWN, July 23
A Nationalist independence manifesto has aroused indignation, and * counter-movement in favour of a nonparty Constitutional League, is, receiving the support of Dutch and loyalists. ' Mi- H. Burton, Minister of Railways, declared that the views contained in the Nationalistic manifesto are repudiated by the English-speaking section of the community, and by a great majority of the Dutch.
