Dr Schacffen, a pronounced panGermanist professor, writing in the, ." Liep&iger Beuste Nachriehteu," admits tbat the Allies ar-o capable of destroying tho Gl-ormans' economic force.
"Already," lie says, "Germany's exports have ceased, throe-fourths of her manufactures have stopped, ;tud it will require years to patch up her industry. Germany's future will bo crushed under new taxes. There is no question now of the enemy having to pay the cost of the war. Each will have to pay their own expenses. England and Russia will do so easier than Germany, which will succumb beneath | the burden, unless the war secures for Germany large territory to ensure economic expansion."
