The Conservatives accused Dr. Hollwcg of surrounding the Kaiser with a cliquo of advisers who prevented him learning the people's true wishes.

Herr Helffcrich, the new ViceChancollor, vehemently retorted that tho 'Kaiser's- name must not be-intro-

duced

The Conservatives and the National Liberals next bitterly attacked Hollweg and yon Jagow for supinely yielding to America on tho submarine question.

Most of the speeches were accompanied by- violent attacks on America, President Wilson's ideas and letters regarding mediatorship being strongly denounced.

■The Centre Party applauded the National Liberals' description of President Wilson as the protector of America's ammunition supply , and of England's starvation of Germany."
