Reports from New- York state, that Count yon Bernstorff is reported to have notified the. Kaiser that another Ambassador would now be more useful. The rumour of Prince yon Bulow's impending nomination as Ambassador to the United States has been strengthened by this report.

According to a London message received last week, Prince yon Bulow_is going to Washington on a special''mission, and will probably remain there as Ambassador.
