THE NOTE TO BKITAIN AND FRANCE. WASHINGTON, May 27. Tlie text of the American Noto protesting against tho Anglo-French, treatment of neutral mails has been published. Tho Note denounces the nlleged arbitrary methods of Britain and • Franco in forcing neutral ships into their ports in order to seize tho mails, and complains of delays and of tho loss of important arid irreplaceable documents. The Note concludes : —-"Only a radical change in the policy of Britain and France, by restoring, to the United States' her 'full rights as a neutral Power, will satisfy her." ' In a general sense the Note is friendly in tone. It admits that the difference between the Allies and America concerns practice and not principles, and concedes the right of the Allies to seize securities, cheques, and notes, which has hitherto been contested. ••■"'■ "■-';
