SCHOLARSHIPS AND TECHNICAL EDUCATION.

WELLINGTON, November 24
The Minister of Education stated ■ today that the following resolutions were adopted-, at last week's meeting of the Education Council:—
" That, in the opinion of the council, national scholarships should be tenable only at secondary and endowed schools as defined by the Act, district high schools and technical high schools.
V That those already in receipt of free education! in secondary schools, district ■ high sphools ', and technical high schools be not excluded from candidature for junior national scholarships." "That, with regard to free places in technical• schools;held.by ? those who are employed, during;"the daf in districts where the compulsory clauses of the Act are not in force, free places in their present form should be abolished. That fees be reduced to not more than 30s per annum for the full course, and that bonuses equal to fees be paid to those who make satisfactory advances at the proficiency classes, and further, that in districts where the compulsory, clauses are adopted all fees should be abolished, and that in the last-named disVict-3 employers should be required to give time off equivalent to one half-day per week." \ The council passed the following motion unanimously :— "That free places be not tenable at private schools." The following resolution was adopted by 8 votes to 6:— " That secondary school certificates should be obtainable at all registered secondary schools if the conditions are complied with, and that the Minister of Education be advised to have the Act amended accordingly." ;
Othe* resolutions were :^-
\] .■■"That,-.; in view of the present difficulties occaeioned by the war in ob-: taining permanent medical inspectors for schools, temporary arrangements be made with local medical practitioners for medical inspection of schools in country and outlying districts. That the Minister be advised that, in view of existing circumstances,- the atten-1 tion of medical inspectors".'..should be specially directed for the present to cases of special defects."
