In the case against the Hamburg Amerika Line on a charge of conspiracy to deceive and defraud the United Stateß by sending neutral relief ships with coal and other .supplies to the German warships in the Atlantic and Pacific, one witness swore that Captain Boyed, , the German naval attache, personally directed the expenditure of 760,000 dollars which, not solicited and unexpected, appeared to witness's credit at a New York-banki-ng house. All disbursements of. "ihia sum were mado by order of.Captain Boyed! ■ ': ... . ,. ... ... ' Mr Lansing . holds r.that Captain' Boyed is,.not .amenable,, to American; law because he used German "mon"e'| .to 'subsidise American or German steamers, which aided the German warships in a raid on Allied commerce on the high seas. Mr Lansing points out that there are no .proofs forthcoming that Captain Boyed conspired with anybody. His connection i with the case was merely incidental..
