LORD MILNER'S SPEECH
LONDON, November 17. Lord Milner, speaking at King's College, said that ho was painfully eonbcious of the fact that the Empire question hitherto had not attracted the masses, while working classes had 'even tr,iveu: evidence of hostility, but the war had awakened public opinion to the realisation that the Empire did not moan militarism, but organic union of free peoples. The Empire appealed more to tho colonies than to the Motherland. The tremendous heat and strength of feeling evolved by the, war provided the greatest, perhaps the only opportunity of doing something decisive. "We will find ourselves, after tlie war, forced up against the Im- " perifil problem. If .we work the stubhorn Empire material into the new organic body it will be some compensation for the terrible sufferings of the war."
