' LONDON, October 25. .An ' 6'rdeiwn-Council has been published abrogating Article 57 of the' Declaration of London, which provides that no merchant ship's flag is the sole test of her nationality, and substituting the old Prize Law. Experts believe the object of the order is to prevent the traffic of many vessels which are trading under neutral flags, but which in reality, are wholly or partly German owned. The Anglo-American doctrine is now reinstated which takes into considera- , tion.of the shipowner's nationality, and ' permits condemnation.of a ship if enemy interest in the vessel is proved irrespective of her flag. It is expected that Germany will - retaliate as far as possible, especially against British-owned vessels under the Norwegian and Swedish flags in the Baltic, though most of these are now leaving owing to the closed season caused by ice. '
