SIR E. GREY'S STATEMENT. PARTY OF DISUNION TOO STRONG. LOxNDON, October 15. Sir Edward : Grey said that nothing but a' preponderating victory during the last few months would' have enabled us to secure a Balkan Union against the opposition policy of a Balkan war which the Sovereigns and Governments of Austria, Germany, land Bulgaria had succeeded in carrying out.
